2023 marks the 15th anniversary of the South China Sea Conference, a forum dedicated to promoting peaceful solutions to disputes, fostering international cooperation, and advancing sustainable maritime development. Over the years, the Conference has become a vital platform, supported by contributions from experts, scholars, domestic and international organizations and advisory bodies, aimed at reinforcing the rule of law at sea and promoting stability and cooperation in the Indo-Pacific region.
In light of the complex challenges in the South China Sea, the 15th South China Sea International Conference, themed “Luminate the Grey, Light up the Green,” continued this tradition of dialogue and collaboration. Held in Ho Chi Minh City from October 25-26, the Conference featured discussions on global power competition, legal issues, the role of Coast Guards, critical minerals, and sustainable energy transitions.
This thematic report looks into the situation in the South China Sea in the past 15 years, competition across various domains, and prospects for cooperation. It will delve into the significant contributions made by participants and explore the implications for regional cooperation and development in the Indo-Pacific.
